Crozier Announces Five Senior Leadership Appointments

Senior leadership moves closer to the clients, projects, and communities Crozier serves across Ontario

C.F. Crozier & Associates Inc. (Crozier) is pleased to announce the appointment of four Vice Presidents and an Executive Vice President, strengthening the leadership foundation the firm will build on.

The new structure places senior leadership directly in each of Crozier’s regions, supported by firmwide mandates for operations and for people and culture.

“These appointments reflect the strength of our leadership team and position us for future growth, said Nick Mocan, President of Crozier. “By aligning operational leadership more closely with our regions and continuing to invest in our people and culture, we are building the structure Crozier needs to grow with clarity, accountability, and purpose.

The Appointments

Jon Proctor, P.Eng., Partner. Executive Vice President
Jon holds firmwide accountability for operations and project delivery across all five offices, formalizing the operational leadership he has effectively carried for years. He joined Crozier in 2006 and brings more than two decades of consulting experience across land development, water resources, and civil design. He sits on Crozier’s Board of Directors, and his organization-wide view keeps projects, people, and budgets aligned as Crozier grows.

Alex Fleming, MBA, P.Eng., Partner. Vice President, Toronto
Alex leads the Toronto region and the firm’s position in the downtown development market, alongside continued oversight of the transportation practice he built at Crozier from the ground up. He joined in 2006, holds an MBA from the Rotman School of Management, and is an experienced expert witness before the Ontario Land Tribunal. His fluency in complex approvals and political dynamics, paired with a clear grasp of how engineering decisions translate into financial outcomes, is a rare combination in this market.

Brittany Robertson, P.Eng., Partner. Vice President, GTA North
Brittany leads the GTA North region, a territory extending from the northern edge of the GTA across much of central Ontario and anchored by the Collingwood and Bradford offices. She joined Crozier in 2013, directs several of the firm’s largest master-planned community mandates, and was named to Canadian Consulting Engineer’s Top 10 Under 40 in 2026. A committed advocate for Women in Engineering, she has built a client following on consistent delivery and a book of work that compounds year over year.

Jurgen Koehler, P.Eng., MBA, Partner. Vice President, GTA West
Jurgen leads the GTA West region, anchored by the Burlington and Guelph offices with reach through Kitchener-Waterloo and the western growth corridor. He joined Crozier as an intern in 2011, spearheaded the opening of the Guelph office in 2023, and leads the firm’s cemetery sector practice. Having risen from intern to regional leader inside one organization, he brings a clear view on how Crozier should grow, sharpened by an MBA in sustainable commerce from the University of Guelph’s Lang School of Business.

Janet Hughes, CHRL, Associate. Vice President, People & Culture
Janet leads people and culture firmwide, spanning recruitment, retention, career development, professional development, and employee relations, alongside corporate communications and administration. She joined Crozier in 2016 to build the firm’s people infrastructure and most recently led its corporate services function. With more than 25 years of progressive management experience across professional services, she has been the steady, trusted presence at the centre of Crozier’s culture.

What This Means for Clients

For clients, this means a senior leader who knows their market, their municipality, and their project, and who has the authority to act on it. Development moves quickly, and the decisions behind it should move just as fast.

Crozier’s disciplines continue to work across regions and offices, so regional leadership comes without any loss of the multidisciplinary depth clients rely on.

Together, these appointments give Crozier the leadership depth to build around land development and the services that support it, in every region the firm serves.
